Photograph of Mrs. RoseMrs. Rose facilitates compliance in the areas of special education and civil rights for the Mount Vernon City Schools. She coordinates the needs of all students in the district, and works with numerous personnel to ensure that those needs are met. Coordination of programs and the implementation of services include special education, section 504, preschool, occupational therapy, speech therapy, physical therapy, home instruction, psychology services, assistive technology, English as a Second Language (ESL), nursing, school social work, special transportation, service plans for students attending non-public schools, Autism and Jon Peterson Scholarship oversight, and the educational services of students who are placed out of the district.

Mrs. Rose is the district’s point of contact for homeless students and for those in foster care, ensuring that students in either of these situations are afforded the assistance that is needed. She is an active participant in the community, to facilitate coordination of services for families.

Mrs. Rose has been an employee of the district since August 1987. During that time, she has been a classroom teacher, Federal Funding Coordinator, assistant elementary school principal, and elementary school principal. This is her sixth year as Director of Student Services. A lifelong resident of Mount Vernon, she graduated from Mount Vernon City Schools, and has a bachelor’s degree from Mount Vernon Nazarene University and two master’s degrees from Ashland University.
District Profile
Mount Vernon City Schools serves approximately 750 students with disabilities each year. About 20 percent of the Mount Vernon student population have been identified as eligible for special education. The district is required to locate all children who may have disabilities, ages birth through age 21, who reside within its boundaries.

The district provides a continuum of special education programming and services at no cost to the parents for:
  • Preschool Children (Ages 3-5)
  • School Age (Ages 6-21) students with identified disabilities in the areas of:
    • Autism
    • Cognitive Delayed Impairment (formerly known as Developmental Handicap/Mental Retardation)
    • Emotional Disturbance (formerly known as Severe Emotional Disturbance/Severe Behavior Handicap)
    • Hearing Impairment
    • Learning Disability (formerly known as Specific Learning Disability)
    • Multiple Disabilities
    • Other Health Impairment
    • Orthopedic Impairment
    • Speech Language Impairment
    • Traumatic Brain Injury
    • Visual Impairment
Individuals with Disabilities Education and Improvement Act
The Individuals with Disabilities Education Act (IDEA) is a federal law that assures children and youth with disabilities a free appropriate public education in the least restrictive environment. Federal and State laws require school districts to evaluate children who have suspected disabilities. These laws affect all school-aged children educated within the Mount Vernon City School District boundaries and all preschool children who live within the Mount Vernon City School District.
